Base depends on Ethereum L1 data for deposits, withdrawals, batches, output/dispute games, and blob availability. The frozen capabilities describe internal observability inputs, not a customer-facing “Base Beacon RPC.” They have no public route, Triport scope, or executable endpoint template.

The L1 adapter must verify Ethereum chain identity independently and preserve bounded range, reorg, and finality handling. L1 observations cannot be returned through /rpc/base, cannot be rebranded as Base-native RPC, and cannot make unavailable optimism_outputAtBlock, optimism_syncStatus, optimism_rollupConfig, or rollup_getInfo executable.
No request example is published because the freeze defines no public L1 schema or endpoint. Historical Ethereum Portal events also cannot satisfy Base M3 logs evidence; see simulation and missing state.
