Returns a cursor-paginated HAL page of transactions involving one account.
Use it for account-scoped transaction history. Use stellarHorizonGetAccount for current balances or the global transaction collection when no account filter is needed.
Only retained Horizon history is available. The route currently has one measured operator and is best-effort without an SLA.
