Every transaction consumes bandwidth; calls to smart contracts, including TRC-20 token transfers, also consume energy. Accounts obtain both by staking TRX, and bandwidth also comes with a small daily free allowance; when an account lacks the resource, TRX is burned to cover it.
This is why the TRX cost of the same TRC-20 transfer differs between accounts: it depends on the staked resources of the sender (or of whoever delegated resources to it), not only on the network price.
