Cursors are stable where page numbers are not: new records arriving at the head do not shift what comes after a cursor. Stellar Horizon uses a record's paging_token as cursor, with order (asc by default) and limit (1–200, default 10). Solana's getSignaturesForAddress returns signatures from newest to oldest, at most 1,000 per call, and pages backwards with before and until, each a transaction signature.
An empty page is the normal end of a cursor walk, not an error. Cursors should be stored as returned and never built from timestamps or block numbers.
