On Solana the prioritization fee is ceil(compute_unit_price × compute_unit_limit / 1,000,000) lamports and goes entirely to the validator; the base fee is 5,000 lamports per signature. On Ethereum under EIP-1559 the priority fee (tip) is paid to the block producer on top of the protocol's base fee, which is burned.
