eth_maxPriorityFeePerGas returns the selected node's priority-fee estimate as an EVM hex quantity denominated in wei per gas.
Use it as one input when constructing fee fields for a transaction. The value is an estimate from the selected upstream node, not a guaranteed inclusion price.
This differs from eth_gasPrice, which returns a current total gas-price estimate, and eth_feeHistory, which exposes a historical window and reward percentiles.
