Errors

Code	Meaning here	Client action
`-32602`	Parameters fail the declared schema or upstream parser.	Fix the positional parameters; parser acceptance is not execution success.
`-32003`	The enforced category/provider budget is exhausted.	Honor `Retry-After`; no capacity SLA is implied.
`-32002`	The key is below the enforced minimum tier.	Upgrade only after the capability is runtime-enabled.

Availability is the frozen baseline, not deployed readiness. documented is the contract floor; evidence_kind retains unknown/source_summary.
